The City of Kelsey
The city of Kelsey has a population of 625,000 people who strive to stay a close community. Kelsey offers the amenities of the big city, but still retains its small town charm (“City Of Kelsey", 2007,2009,2011). The people of Kelsey always have respected the land that they live on, and they always make sure to preserve all the natural resources that they can. Most of the population has a background in farming and because of that the city of Kelsey has become known for the organic fruits of vegetables made there. Kelsey is also growing in the small businesses category. Most of the population, if not farming, is working at one of the top four major employers in Kelsey. A person can be a technology consultant at Smith’s Systems Consulting, ship goods at Huffman’s Trucking, work at the restaurant called Kelsey Gardens, or help build homes at Kelsey Construction. Whichever career a person chooses the main concern of anyone that lives in the city of Kelsey, is the land.
Community Activities The city of Kelsey is a very involved community and offers plenty of activities to do. The downtown is very historic and offers a variety of places for people to shop. There is also a local library that offers a wide range of information and the use of public computers. Each month they have a local farmer’s market where people can find the best fruits and vegetables grown in the city. Each year they have a St. Patrick’s Day parade and a balloon festival for people to come out to when spring is approaching. The city offers many centers for the people to interact with others. It has an aquatic, recreation, and an arts and crafts center. These centers offer an outlet for the community to get out and have some fun.

Kelsey has a keen agricultural background, which can be seen in their local gardens and organic fruit and vegetable distribution (Apollo, 2011). Another key component to the city is the Huffman Trucking Company, which acts as a crucial part in the distribution of food and materials to the rest of the U.S. Furthermore, Kelsey Construction is comprised of some of the finest builders in the country (Apollo, 2011). In addition to the hard working members of the community, Kelsey is also known for their beautiful country clubs, golf courses, and educational institutions. In fact, they are known for having the best school district in the state and takes pride in their achievement (Apollo, 2011). All of these wonderful services would not be possible if not for the people who reside within the community. Kelsey’s is made up of several close knit families who strive to make the community a success by maintaining constant involvement and monitoring its progress. Kelsey’s budget plays an important role in the City of Kelsey Government. Kelsey has an extensive budget and financial report because of the size of the city and the number of residents that live in the city. Recently the mayor of Kelsey has put in a request to Kerry, the budget director. The request asks that the budget director needs to revamp the City of Kelsey budget for the upcoming year. Because of an increase in population in the City of Kelsey, statistics show an increase in crime in the City of Kelsey that is above the norm. This brings about a need for more police officers (University of Phoenix, 2011). Another issue is the recent reduction in federal pass-through funds, which will have a negative impact the budget for the City of Kelsey. At the federal level, a budget reform has put pressure on the City of Kelsey and other policing agencies to implement the use of federal funds within the allotted period.
